I use marque tool to fill in color, however if I increase feather of a rectangular shape, once i filled in color, the outline of color are also blurred , suggestion?

I like, but am unable to use. Although I can create the ellipse with the marquee tool, I cannot get edit to become ungray so that I can fill. Very frustrating. What am I doing wrong? I am Photoshop PSE8. Help.
