I found a way to model hair in 3ds max. First make the big shape/big strands using the loft modifier. If you want to add grooves, goto splines and goto star. Make a big star and a smaller star. And then make a line in the shape of a hair strand. When using the loft modifier, the big star goes at the start of the path aka 0.0 and the little star goes at the end of the path aka 100. You can make copies of these lofts and adjust them with the bend modifier, scale them or whatever to make the hair strands you want. It's literally the easiest way to make polygon hair.

Wait shit, what display/modifier do you use to get the topology to be smooth? Is this some option of the subsurface modifier?
