For those of you who are still having issues with this, try right clicking on the Xampp control panel and running as administrator. It worked for me =)

Mine still looks on port 80. Even after I restarted xampp.
I found though, that I can run apache as a service without any errors, and can still use skype. I also don't have the problems with IIS because I have it disabled on my system.
MySql would not stop when I tried to stop it. Do you need to stop MySql?
