    Use Debian Linux. It comes with Mysql/MariaDB that can be installed for free.

    Download XAMPP .
    INSTALL it and open xampp control panel icon from desktop or whatever .
    Open config button on top right corner , enable Apache and MySQL , Hit save .
    Hit Start button for Apache and MySQL , (ensure you get a green TICK instead of RED 'X').
    Hit admin button of MySQL module , Click Databases tab ,type a name , click create.
    Follow Bucky..

    It can be setup locally so if you don't have an internet connection then also you can practice MYSQL & plus point it also give you apache server so you can setup the PHP sites very easily.

    Support WINDOW, LINUX, MAC

    Also have PHPMyAdmin pre install with it
