you can check all those services if you wish to install those as a service. Which means that as you start you xampp/pc they will be started automatically and imediately.
I prefer not to because i have other software that use same ports as those services which results in blockage.

yes! for better and interactive web applications, javascrpt is needed. 🙂
For example "Facebook" You cannot use it's features fully without enabling javascript in your browser. Which means facebook uses javascript.

by the way apache uses port number that could be used by some other applications.
if you are running skype quit it! run apache first.
