  1. I would probably just extrude each step and scale it instead of adding single edge loops every time, just makes for a better flow. With that you could also have started with a circle and went up.

    My favorite way with any objects like this or even things like a drinking glass is using the Spin function. For that you simply center your reference to the Z center and add verticies with ctrl left click then you just follow the outside shape, hit spin and set it for Z 1 axis and 360°. Works well with glasses if you got their side profile from pictures or stuff like labware.
