This tutorial covers the basics of strand rendering in Blender 2.66. Whether you are trying to make hair, fur, grass, or some other effect in cycles this is a great starting point!
Steps:
Open Blender 3D 2.66
Switch to Blender Render (top, default Blender Render)
Enable experimental features under the render menu on the right (normally supported)
Go to the particles menu
Add a particle system
Switch type to hair (from emitter)
——This is enough to get hair——
Remember to adjust the length, amount, segments, root, and tip options. To edit the hair go into particle comb but remember you need to switch back into object mode before rendering or else all strands will be missing.

I'm using 2.67b already, don't suppose you'ld be up for making a more detailed tut on making fur look more believable? Personaly, I'm totally new to the whole nodes thing.

did you enable experimental features and remember to only use CPU rendering? Also do you have the official 2.66 release? These are the most obvious issues I can think of. Check those and if not I will dig deeper and see if I can help figure it out
It's funny how I have the same version as you but there are parts in your tutorial that are not anywhere to be seen in mine. How funny is that. And I'm trying to practice with this. It's quite frustrating.
