Is there any way to do the whole less portion of this in sublime text 3? I'm super new to this.

This is an great introduction to bootstrap. Just like Jason said, bootstrap is a great framework for web developers who are not very good at developing nice-looking pages, it helps you to boot up your web application quickly.
i think it's wasting of time because it's forcing me to write specific id and classes that is mean u should to waste time knowing it and looking for what is available
