  1. There are some mistakes in the material.
    1: use a fresnel node (input/fresnel), connect the bump node to the normal input of the fresnel node and connect the fresnel output to the factor input of the mix shader. (Thats because you see much less reflection from a 90° angle than from a 20° angle. example: the surface of water. 90° you see through it, 20° you cant see trough it and reflects the sky)

    2: connect the specular texture to the roughness input of the glossy shader (pure black= 100% reflection, pure white= 0% reflection).
    You have to adjust the specular map because nearly everything has specularity (except vantablack) so you don't want pure white in your specular map and you only want pure black when there is water or a mirror on the surface. (nice to fake waterpuddles)

    3. Delete the mix rgb node for the specular controlling. You don't need it.
