The ONLY reason Intel submit code to Cycles is because Blender/Cycles is often used for benchmarking new CPUs. Considering how much AMD's Threadripper CPUs are destroying Intel here, it's no surprise to see Intel panicking. You need to keep a close eye on the Intel submitted code, they often cripple performance for the competition and have been caught many many times doing this over the last couple of decades.
It's always great to see the giants like Intel help improve Blender…..awesome…
